Proposed Amendments to the Carbon Credits (Carbon Farming Initiative) Rule 2015
The Department of Agriculture, Water and the Environment invite comment on the proposed amendments to the Carbon Credits (Carbon Farming Initiative) Rule 2015 which aim to improve the flexibility for project proponents to be transferred between parties. It has been designed to ensure that relevant parties are informed, and listed project proponents are consulted in the process of changing the project proponent. It also considers existing business models that carbon project developers and others may have established. Submissions close Friday 28 February 2020.

Exploration of Fish Resources
The Australian Fisheries Management Authority invites comment on the review of Fisheries Management Paper 5: Exploration of Fish Resources. This review provides information on the rights and obligations for operators intending to establish and gain access to an exploratory fishery and aims to provide transparency and certainty for stakeholders and to ensure that any exploratory fishing is conducted in an ecologically sustainable manner. The Australian Communications and Media Authority invite comment on the amendment to electromagnetic energy (EME) arrangements. This aims to amend the Radiocommunications (Electromagnetic Radiation – Human Exposure) Standard 2014 to make sure there are supply rules in place for devices operating above 6 GHz. Telecommunications (Emergency Call Service) Amendment Determination 2020
The Australian Communications and Media Authority invite comment on the amendment to the Telecommunications (Emergency Call Service) Determination 2019. This aims to fix issues of the incorporation of documents by reference which are not available to the public and the use of ‘no-invalidity’ clauses. Submissions close Monday 10 February 2020.

The Australian Communications and Media Authority invite comment on the proposed changes to the parts of the 3400-3575 MHz band that amateurs and overseas amateurs visiting Australia may use. Submissions close Monday 2 March 2020.

Wildlife Trade Operation Proposal for the Commercial Export of Lungfish
The Department of Agriculture, Water and the Environment invite comment on the wildlife trade operation proposal for the commercial export of Lungfish. The proposal is for the extension to both an existing wildlife trade operation and existing Approved Aquaculture Program. Submissions close Friday 21 February 2020.

Wildlife Trade Operation Proposal for the Commercial Export of Bird Feathers
The Department of Agriculture, Water and the Environment invite comment and the proposal for a wildlife trade operation for the commercial export of naturally fallen (moulted) bird feathers. This will effect businesses that operate with the trade of bird feathers. Submissions close Tuesday 25 February 2020.

Financial Accountability Regime (FAR)
The Treasury invites comment on the implementation of the recommendations of the Financial Services Royal Commission to extend the Banking Executive Accountability Regime (BEAR) to all Australian Prudential Regulation Authority (APRA) regulated entities and provide joint administration to Australian Securities and Investments Commission (ASIC) as the conduct regulator. Submissions close Friday 14 February 2020.

Health

Medical Research Future Fund: Mission for Dementia, Ageing and Aged Care
The Department of Health invites comment on the Aged Care and Ageing Mission, a medical research package focused on dementia, ageing and aged care funded through the Medical Research Future Fund. The Mission will fund research to support older Australians to maintain their health and quality of life as they age, live independently for longer and access quality care when they need it. Submissions close Monday 17 February 2020.

Natural Therapies Review 2019-20
The Department of Health invites comment on the review of natural therapies which looks for additional available evidence on whether certain natural therapies should be eligible for subsidy through the private health insurance rebate. . Submissions close Friday 21 February 2020.

Investment

Stamping Fee Exemption
The Treasury invites comment on the merits of the current stamping fee exemption in relation to listed investment entities. Listed investment entities include listed investment companies and trusts, including real estate investment trusts. Stamping fees are an upfront one-off commission paid to financial services licensees for their role in capital raised in association with the initial public offerings of shares. Submissions close Thursday 20 February 2020.

Taxation

New Deductible Recipient (DGR) Category for Men’s Sheds and Women’s Sheds
The Treasury invites comment on the proposed new deductible gift (DGR) general category for Men’s and Women’s Sheds. DGR status allows an organisation to receive gifts for which donors can claim an income tax deduction. These DGR tax arrangements are intended to encourage philanthropy and provide support for the not-for-profit sector. Submissions close Friday 14 February 2020.

Review of the Lands Acquisition Act 1989
The Department of Finance invites comment on the Review of the Lands Acquisition Act 1989 (LAA). This review will look at how complex land acquisition processes involving compensation payments to landholders could be improved. Submissions close Friday 17 April 2020.
