Agricultural Machinery After-Sales Markets Discussion Paper
The Australian Competition and Consumers Commission invites comment on the discussion paper on agriculture machinery after-sales markets. Feedback from farmers, dealers, repairers, industry bodies, manufacturers and other stakeholders will help the ACCC to better understand the extent of concerns regarding limited access to independent agricultural machinery repairs, a lack of recourse in the event of a problem with machinery, possible limitation of access to repairs due to agreements between manufacturers and dealers and privacy and competition concerns. Implementing the Royal Commission Recommendations: Mortgage Brokers and the Best Interests Duty
The Australian Securities and Investments Commission invites comment on the proposals for guidance on reforms relating to mortgage brokers, including a best interests duty and the conflict priority rule. Submissions close Friday 20 March 2020.

Relief for Voluntary Escrow Arrangements and Pre-prospectus Communications
The Australian Securities and Investments Commission invites comment on the Relief for Voluntary Escrow Arrangements and Pre-prospectus Communications. It sets out proposals to grant legislative relief for voluntary escrow arrangements requested by public companies, professional underwriters and lead managers in connection with an IPO; and companies’ communications to employees and security holders about an IPO before the company lodges a disclosure document. Feedback from law firms, industry, security holders and other stakeholders will shape conclusions and views. Submissions close Thursday 16 April 2020.

Code for the Tendering and Performance of Building Work 2016
The Attorney-General’s Department invites comment on the current effectiveness of the Code for the Tendering and Performance of Building Work 2016 and provide practical examples to enhance it. The code promotes best practice industrial relations for those contractors wishing to tender for Commonwealth funded building and construction work. Submissions close Friday 3 April 2020.

Regional Connectivity Program – Draft Grant Opportunity Guidelines
The Department of Infrastructure, Transport, Regional Development and Communications invites comment on the draft grant opportunity guidelines to be used for the regional connectivity program. This program aims to improve the digital connectivity of regional and rural Australia. Submissions close Friday 13 March 2020.

Cooperative Workplaces
The Attorney-General’s Department invites comment on the discussion paper on Cooperative Workplaces, which looks to see whether improved productivity performance might be available to Australian workplaces through more harmonious workplaces. Submissions close Thursday 26 March 2020.

Improving Protections of Employees’ Wages and Entitlements
The Attorney-General’s Department invites comment on the operation of the current compliance and enforcement framework relating to the protection of employees’ wages and entitlements. The Government considers there to now be a strong case that the current penalty, compliance, and enforcement framework for breaches of the Fair Work Act needs to be improved. Submissions close Friday 3 April 2020.

Draft Determination on the Default Market Offer (DMO) 2020-21
The Australian Energy Regulator invites comment on the draft determination on the Default Market Offer (DMO) prices for 1 July 2020 to 30 June 2021. The DMO is designed to be a reference price for all energy discounts to help make it easier for customers to compare deals. This consultation will aid in the determination of the final DMO prices for 2020-2021. Submissions close Monday 9 March 2020.

International Standard for Electrical Energy Meters – Alternating Current
The Department of Industry, Science, Energy and Resources invites comment on the Third Working Draft (3WD) of the revision of the Organisation of Legal Metrology (OIML) R 46: Electrical Energy Meters – Alternating Current (a.c.). The OIML R 46 standard is the international recommendation for the requirements and testing procedures used to evaluate electrical energy meters. Comments will allow the National Measurement Institute to better represent Australian industry and facilitate international trade in the development of this international recommendation. Submissions close Tuesday 31 March 2020.

Environment

Draft Wildlife Conservation for Seabirds
The Department of Agriculture, Water and Environment invite comment on the Wildlife Conservation Plan for Seabirds, which provides a framework to guide the conservation of 76 seabird species and their habitat in Australia, and in recognition of their migratory and oceanic habits, outlines activities to support their conservation throughout the Indo-Pacific region. This will affect businesses working within the habitats of these seabirds. Submissions close Friday 17 April 2020.

Threatened Species List – Six Species
The Department of Agriculture, Water and Environment invite comment on the eligibility of six species for inclusion on the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) threatened species list. These proposed listing as various levels of threatened effects any business working in the same space as the proposed species. Submissions close Wednesday 15 April 2020.

Threatened Species List – White’s Seahorse
The Department of Agriculture, Water and Environment invite comment on the eligibility of one cross-jurisdictional species for inclusion on the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) threatened species list. This proposed listing as endangered effects any business working in the same space as the White’s Seahorse. Submissions close Wednesday 15 April 2020.

National Medical Workforce Strategy
The Department of Health invites comment on the National Medical Workforce Strategy. The consultation will ensure that the medical workforce has their own say on what solutions they think will benefit their patients, themselves, their colleagues and result in a stronger health workforce. Submissions close Tuesday 17 March 2020.

Australian Sports Wagering Scheme
The Department of Health invites comment on the development of a regulatory scheme for sports wagering. Submissions close Thursday 12 March 2020.

National Stillbirth Action and Implementation Plan
The Department of Health invites comment on the draft of the National Stillbirth Action and Implementation Plan. This plan aims to support a reduction in rates of stillbirth in Australia of 20% or more over 5 years and ensure that, when stillbirth occurs, families receive respectful and supportive bereavement care. Submissions close Thursday 9 April 2020.

Land

Review of the Lands Acquisition Act 1989
It is now 30 years since the commencement of the Lands Acquisition Act 1989 (the LAA), the key legislation used by the Commonwealth to acquire and dispose of interests in land. Over time, complex land acquisition processes involving compensation payments to landholders have become more difficult to finalise. The Australian Government has therefore asked for a review of the LAA to look at how it could be improved to best support the Commonwealth and other interest holders into the future. Submissions close Friday 17 April 2020.

Enhancing Protections Relating to the Use of Enduring Power of Attorney Instruments – Consultation Regulation Impact Statement
The Attorney-General’s Department invites comment on enhancing protections relating to the use of enduring power of attorney (EPOA) instruments. The Attorney-General’s Department will use comments to develop a Decision Regulation Impact Statement that will assist Commonwealth, state and territory ministers in deciding which proposed EPOA safeguarding option should be implemented. Intercountry Adoption Family Support Service
The Department of Social Services invites comment on the redesign of the Intercountry Adoption Family Support Service (ICAFSS). This redesign looks to meet the needs of the community, and update and provide a better service for all adoptees and their families, prospective adoptive parents, service providers, professionals, academics and other stakeholders. A New Tax System (Goods and Services Tax) Margin Scheme Valuation Requirements Determination 2020
The Australian Taxation Office invites comment on the determination that specifies the requirements for making valuations for the purposes of applying the margin scheme in Division 75 of the GST Act. The requirements apply to valuations for taxable supplies of real property made on or after 1 March 2010. Submissions close Tuesday 10 March 2020.

Superannuation Industry (Supervision) In-house Asset Determination – Intermediary Limited Recourse Borrowing Arrangement Determination 2020
The Australian Taxation Office invites comment on the draft Superannuation Industry (Supervision) In-house Asset Determination – Intermediary Limited Recourse Borrowing Arrangement Determination 2020. The purpose of the determination is to exclude an investment by a fund in a related trust from being an in-house asset of a fund in certain circumstances. Submissions close Friday 13 March 2020.
